You will only need the penguin and the gingerbread doll.

Grab the 8th secret badge when you are moving the gingerbread doll to place highlighted below.

Once you've got the gingerbread in place, quickly rotate the switch for the penguin.

And once you've done both dolls in the position below, walk on the green tiles to receive your badge.
